Applicant John Trought withdrew plans to transform farmland off Scotter Road in Bottesford, into a track for mini-motos, quad bikes and trial bikes, after North Lincolnshire Council asked him to carry out a noise impact assessment. Mr Trought, 40, of Park Street, Messingham, said he couldn't afford the £2,000 needed to have the noise assessment completed by a qualified professional. "We are trying to get a noise assessment done but it costs around £2,000," he said. "There doesn't seem to be funding anywhere. "I can't even borrow it from the banks because until planning permission is approved they won't accept it as a viable business. "I definitely want to do the bike track but it's like banging your head against a brick wall!" He said the council informed him there had been complaints about noise from the site, which is currently used as a private track, and that he needed a noise assessment. But he said he has re-applied pending the completion of the noise assessment. Head of planning at North Lincolnshire Council, Mike Welton, said: "Because of the nature of the application - a potentially noisy activity in the countryside - it is a proper requirement." The site, estimated to cost between £10,000 and £50,000, would boast three tracks, for beginners and more experienced riders, a fuel station, car park and toilet. |
